I have pinned 12 tabs. I want only two of them to load when I start firefox. I followed directions to change browser.sessionstore.restore_pinned tabs_on_demand to true and restarted FF. It acted the same.

Setting browser.sessionstore.restore_pinned tabs_on_demand to true should work for all pinned tabs. You can't differentiate this for specific tabs, it is all or nothing.

You may have to set the main restore pref browser.sessionstore.restore_on_demand to true to make this work for pinned tabs.
