In old version i could move top sites in order i wanted and could easily add. now i can't move order i want and it is harder to remove sites that go on there that i don't want

Yes, just remove the add-on by going to about:addons, and removing New Tab Tools!

it doesn't solve the problem at all.

Removing the add on "new tab tools" get you back to the new top site system in firefox quantum 57.00 which does not allow you to sort the top site manually as it was possible in the previous version .  

So is it possible to sort the site of the top section as we want in the new version?

You can manually rearrange the order of the "top sites" icons on the "newtab" page by altering their order in this way: 1.) Open Firefox and type "about:config" in Address Bar - Hit "Enter" 2.) Type "browser.newtabpage.pinned" 3.) Double Click the "browser.newtabpage.pinned" line to open window. 4.) In the "Enter string value" window you will see the list of current "top sites" listed in the order they appear on the "newtab" page. 5.) The order the "top sites" entries appear in this string is the order they will appear on the "new tab" page. The order can be altered by cutting the code from entry before an open curly bracket "{" until past the close curly bracket "}". Keep in mind that there needs to be a comma between entries - but no comma before the first entry or after the last. 6. ) Close Firefox and reopen for the change to manifest.

You can edit a top site and change the http to anything you want. This will make it a different top site. Use cut and paste to make it easy. I wish there were a one key solution to clearing out the http field instead of pressing the delete key until the field is cleared.

This is now possible in FF 59, except on Android version for some reason.
