just like the question says, is there any add-on that lets me control/limit my download speed ? for example i have a 2 Mbps connection, i want my download speed to be exactly 200 KB. any add-on out there that allows me to do just that ? thank you

Download speed depends on your internet connection and on how many computers are downloading the same files from that server.
There's no way you can have a specific exact speed all the time, regardless of any add-ons. You can maybe speed up your downloads, but that's the most you can do.
