The position of the attachments pane for incoming messages can be changed with MoreLayouts. Attachments in outgoing mail can be renamed by right-click, Rename...
How do you move it with MoreLayouts in the compose mail window? I installed it and changed the settings, but it doesn't do anything.

The add-on only moves the pane for incoming messages. The process for outgoing mail has been changed in 91, and I'm not aware of a way to modify it.
