recently upgraded to firefox 68.2.0esr, now bookmark toolbar won't scroll
I have been more or less forced to upgrade to 68.2.0, I have at least 6 rows in my bookmark toolbar and I can now only access 3, the scroll function has stopped working. It needs to be fixed.

I'm sorry, but we've never directly supported multiple rows on the bookmark toolbar, although others have provided ways of making it work.
It is likely you downloaded an add-on or a userChrome.css modification to make it work. From the sounds of it, you have a userChrome.css modification.
I would suggest looking around on https://www.userchrome.org/, in particular https://www.userchrome.org/find-user-style-recipes.html, for potential updates/replacements if you can't remember where you got it from in the first place.
scrollable bookmark toolbar has worked forever, anybody else have any suggestions?
Sounds that your current code only supports three rows. You may have to adjust the max-height property in your current code to reflect the height for five rows.
You can search the Reddit website for possible updated code for the current release.
none of these suggestions led me to how to get the scrollable bookmarks toolbar back. I can put the bookmarks on a side panel ,but that takes up too much real estate on my screen. any other suggestions? Can I go back to 60.8.2 esr?
I have never heard of a Bookmarks Toolbar that scrolls.
Please provide a screenshot of such.

It is best to use a compressed image type like PNG or JPG to save the screenshot and make sure that you do not exceed a maximum file size of 1 MB.
