I cannot clear cache to zero - v47

Since beta update, I can't clear cache below 1MB. The last version wouldn't clear below 4KB, but I am used to 0.
This is a relatively new issue. The latest steps: click, pause 10 seconds, and reload. This must be done too many times. It is not an efficient way to clear the cache. Please don't tell me to install an add-on.
Additionally, I have had to cleanly install each FF version since at least v45. I might be able to trace through my questions, but I ran FF for a decade (maybe) without ever refreshing once. (Now I am doing this twice a year.) ' This is not the same FF I came to know and love since v1.5. Sometimes reinstalling solves problems and sometimes it doesn't. Why these inconsistencies?
Additionally, although not right now, FF freezes ("not responding"). These two issues repeatedly occur in version after version for as long as I can remember.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac=Options) key, and then starting Firefox.
A small dialog should appear. Click Start In Safe Mode (not Refresh).
Is the problem still there?

Location of the cache files. Windows: C:\Users\<user>\AppData\Local\Mozilla\Firefox\Profiles\<profile>\ Mac: ~/Library/Caches/Firefox/Profiles/ Linux:~/.cache/mozilla/firefox/
Close Firefox. Open your file browser to the above, and remove the folder.
