Permissions being reset on C:\Program Files\Mozilla Firefox directory

I have an RDS Server that i have been asked by my business to stop a certain user account from accessing the internet. An easy way to do is this to restrict the user account to the firefox.exe file. Should be nice and easy, but it isnt unfortunately.

If i set the Deny permission on the firefox.exe, or on the parent directory, C:\Program Files\Mozilla Firefox directory, at some point shortly thereafter, the permissions are completely reset and the user account i set to "Deny" has disappeared.

This is frustrating as the user will just open Firefox and start browsing again.

I know there are other ways of dealing with this user, but clearly that is not why i am on this forum.

Has anyone had any luck circumventing this and perhaps explain why the Firefox application "repairs" permissions on its directory automatically ?

You can use the WebsiteFilter enterprise policy to block all sites. Visit about:policies in the address bar for more details.

Would all users who log into the Terminal Server be affected by this ? I need to restrict access to only one user on the Terminal Server.

Who else besides the administrator has permission to change permissions -- System? I wonder whether that needs to be restricted as well.
