How can I fix flickering that appears on top of part of firefox?

I tried to see if it still happened, and it did. I took a video to see if it was the screen or not, but it was in the video. This only happens with Firefox.

Start Firefox in Safe Mode {web link}

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?

Start your Computer in safe mode with network support. Then start Firefox. Try Secure websites. Is the problem still there?
