"check my spelling as i type"

Why in a particular web site the "spelling check" doesn't work while the "check my spelling as i type" is checked.
how to fix this problem?

Rich Text Editors on some webpages have their own spell check feature and that overrides the Firefox spell check. Usually seen in web mail services when HTML is selected over basic or simple text email, but might happen with any type of editing window that has "buttons" for features above the text area where a person would type.
Did you check in the right-click context menu of that text area that "Check Spelling" is checked off?
There are other things that need your attention.
Your above posted system details show outdated plugin(s) with known security and stability risks that you should update.
