In FF 3.6, when I typed a URL in the address bar and hit return, it would load. How do I get this behavior in Firefox 4?

It should still do that, this is probably due to a problem with an add-on. For details of how to troubleshoot that see https://support.mozilla.com/kb/Troubleshooting+extensions+and+themes

Looking at your list of add-ons, I would first disable the Ask Toolbar.
