It used to be that all my file tabs were right above the page contents but now the address bar and bookmark bars are below it. Can I move them?

I am not sure if I understand correctly, but if you press "left Alt button", then right click on the window bar and hit "customize", is that menu where you can drag around the bars the thing you mean?

I can get the customize screen without pressing Alt and can move items on the address bar and books bar but I still cant move the bar with all the tabs showing the web pages I have open. Does that make sense now?
