Since I repaired an XP install, firefox can no longer create desktop internet shortcuts that work. Reinstalling firefox didn't work. Running registry fix packages like 'xp_url_shortcut_fix' didn't help. Old shortcuts from before this problem started do not work either. The shortcut's properties has only two pages: "General" and "Security". Type of file is "Internet Shortcut" Using firefox 3.6.13 for Windows XP

Tried doing a total wipe of firefox including all user settings. Also removed the mozilla directories in user/.../application data and program files. It didn't help.

Turned out after I had reinstalled (repaired) windows XP, I still had internet explorer 6. IE7/8 had done something to the registry that broke internet shortcuts for a system that didn't have IE7/8. I installed IE8, and now internet shortcuts work perfectly for firefox.
