Using version 3.6.12 I find that using arrow keys to scroll no longer works. the down arrow key always jumps me to end of page instead of smoothly scrolling down. Is there a fix?

There are two problems: scrolling behaves this way whether or not I check the various options that are available. Also on some pages there now appears an annoying vertical blinking line next to areas selected with the mouse. Others have told me this is a Firefox-specific problem; is there a fix?
