I am sending out e-mail blasts of about 60 e-mails each yesterday. Then I got the above message after sending about 8 sets (total of about 500.) Now today I am still getting the error message above. I have done this before and never had such a problem.

That message is from the server, not Thunderbird. The message states very clearly what has occurred. The server puts a limit on the number of emails you can send in a given period. You have exceeded that number, so there is a temporary freeze on the account. You should still be able to receive emails.

For example gmail; You may see this message if you send an email to a total of more than 500 recipients in a single email and or more than 500 emails in a day sent. When you get this error, you should be able to send mails again within 1 to 24 hours.
