After clicking the "Set up free VPN now" button, the explanation page with the individual steps appeared, but I couldn't complete the process because the setup prompt was not visible in the browser.

Got it. There are still some user groups in the countries participating in the rollout that don't have the VPN available. If you want to dig into it, please go to about:studies and share a list of active (VPN-related) studies you see there.
