Cookies issues. Using Windows Pro 8. Says there's a problem, but cookies are enabled, search engine on whitelist, history cleared. What else can I do?

I don't know what else to do. I keep getting an error message when using Google that tells me that I have a problem with cookies and that I should 1) enable 2) clear cache 3) adjust privacy settings. I've checked and / or done all of those and still can't log into my gmail account. Any other suggestions would be greatly appreciated.
