can't organize bookmarks, they aren't there when you try to organize

when I click on organize bookmarks nothing is there. I have all my bookmarks under the bookmark tab. but when I want to edit or delete one nothing shows up under organize bookmarks

This can be a problem with the file places.sqlite that stores the bookmarks and the history.
