bookmark library dissapeared, unable to organize or save to toolbar, yet still showing in browser - wdid?

I'm a bit afraid to restart. I noticed I can no longer save bookmarks to my toolbar, and went to organize bookmarks - which I found empty.

I remembered noticing some recentbookmarks hadn't saved but that seems functional now, and most of my bookmarks show up in the drop-down.

How do I fix this? I can't assume it's backed up so I'm not sure what to do.
