I am currently unable to download emails on my MACbook Thunderbird email client. I am still able to download emails on my Android K-9 email client.

I tried installing the beta version of Thunderbird on my MACbook but I am still unable to download new emails.

I did receive a very brief popup message saying that my IP address has been blacklisted.

That is not a thunderbird issue, so the beta is of no help. The blacklist message may include a URL that gives more specific information on how to release the blacklisting. If you need assistance in that, please copy and paste the entire popup message and someone here may be able to give suggestions.
