When restoring bookmarks, why isn't the user given the option to restore them to a location other than where the current bookmarks are?

If you restore a JSON back then this always replaces all current bookmarks with the ones in the backup.

Importing an HTML backup merges the bookmarks with the current bookmarks and you will have to move them yourself if the end up in the wrong location (folder).
