had firefox for a long while, I just wanted to update to the new version, it downloads ok but instead of the start up page, I keep getting this: browser.startup
I can't get to the startup page so therefore I can't do any troubleshooting

yes I can browse to other websites
I think part of your post cut off... What is the unwanted page that you get?
If you click the Home icon, or pop up a new window using Ctrl+n, do you get the correct home page?

If you cannot access the Options dialog, perhaps an add-on is interfering. Could you test in Firefox's Safe Mode? That's a standard diagnostic tool to deactivate extensions and some advanced features of Firefox. More info: Diagnose Firefox issues using Troubleshoot Mode.
If Firefox is not running: Hold down the Shift key when starting Firefox.
If Firefox is running: You can restart Firefox in Safe Mode using either:
- "3-bar" menu button > "?" button > Restart with Add-ons Disabled
- Help menu > Restart with Add-ons Disabled
and OK the restart.
Both scenarios: A small dialog should appear. Click "Start in Safe Mode" (not Refresh).

- Use a compressed image type like PNG or JPG to save the screenshot
- Make sure that you do not exceed the maximum size of 1 MB
Try this:
- Download the Firefox installer and save the file to the desktop

You can check if you can start Firefox in Safe Mode by holding down the Shift/Options key.
Try to start Firefox with the about:blank page by creating a copy of the current Firefox desktop shortcut and add a space and -url "about:blank" to the target field.
