Previous versions allowed me to hide the address and bookmark bars on select Firefox windows. I am trying to maximize space on my desktop.

I don't believe that was standard in previous versions of Firefox as toolbar visibility applies to all windows. Perhaps you had an extension that provided this functionality? You can check the add-ons manager and perhaps there is an update.

I have tested it out on my home computer (ver. 28) and the individual windows have an option to hide the Navigation and Bookmark Toolbars by using right click (without conforming to all other open windows). I have disabled a few suspect extensions and Firefox 28 continues to offer that ability. So I am at a loss.

With the Australis user interface the orange Firefox menu button has been replaced by the three bar Menu button at the far right end of the Navigation Toolbar.
This change has the consequence that you can no longer hide the Navigation Toolbar.

You can look at the Classic Theme Restorer extension to restore some functionality that was lost with the arrival of the Australis style in Firefox 29.

You can check the Options/Preferences of the CTR extension in "Firefox/Tools > Add-ons > Extensions".

I don't think that you can make the change for individual window and that there is only a setting for all windows.
So to achieve what you want would involve to use multiple profiles.

You can't use a bookmarklet to hide specific toolbars.
This would require to run code with chrome privileges like extensions can do and you would have to paste JavaScript code in the Browser Console (Firefox/Tools > Web Developer) to give a toolbar {display:none!important;} (unhide via: {display:-moz-box!important;}) or a {visibility:hidden!important;} attribute.
