What do you usually do to fix it?

It sounds like some eBay content isn't being loaded. eBay uses both its main domain (https://www.ebay.com/) AND a secondary domain for static files like style sheets, which contain the page layout instructions.

Are you able to load one of those style sheets directly? Here is an example from when I open the eBay home page:

https://ir.ebaystatic.com/rs/c/inception-e03X8YsW.css

The expected content is a wall of text starting with

body{background-color:var( 


If you get an error message, that would be useful to know for troubleshooting.
