Ever since the "What's new with Firefox" page contained an ad for a movie, I want to disable it as I find it objectionable that a decision to include advertising on that page was made. How does one disable this page from being displayed after Firefox is updated and restarted?

https://kb.mozillazine.org/Startup.homepage_override_url makes startup.homepage_override_url sound extremely promising when set to ignore. I simulated an update by modifying browser.startup.homepage_override.buildID and browser.startup.homepage_override.mstone but got no luck with ignore (tried to navigate to http://ignore). However, about:blank does the trick.

Hello! Try this and see if it works: Open a New Tab>> Type in about:config and enter>> Click Accept the Risk and Continue>> Search browser.messaging-system.whatsNewPanel.enabled>> Set it to false by double-clicking it Does it help?

Sounded promising, but I gave it a try on another computer that hasn't had the updates yet and the page is still displayed after restarting Firefox.

browser.messaging-system.whatsNewPanel.enabled is about a whats new pop-up panel and not about the welcome page you get when Firefox has updated.

That might be about these prefs that get changed when Firefox updates to a first run page.
