It would be very weird for Firefox to send a web page to an external program, but it's definitely possible for Firefox to send PDFs to a different program, even a different web browser. You can check the setting for PDFs using the steps in the following article: View PDF files in Firefox or choose another viewer.

It would be very weird for Firefox to send a web page to an external program, but it's definitely possible for Firefox to send PDFs to a different program, even a different web browser. It was in fact a PDF. I changed my Options-General-Applications settings as described in the article you reference. Thank you, jscher2000, for solving this problem!
