This is a problem with Thunderbird. I can email from the web client, but not through thunderbird for this one specific address.

Thunderbird gets all mail if you use IMAP. If you use pop you get what is in the inbox. So the limitation is based on your choice of mail protocol. Although your mail provider may still be in the dark ages and only offer POP. But they would be in a very small minority if that were the case.
