I have a Thunderbird email account connected to my web site, but do no understand how I can access the email account from a computer without the download. For example: I can use any computer to access my aol account by going to aol's web site and typing in my email and password. Is there something similar with Thunderbird?

I do not want to download Thunderbird on my new computer because when my computer crashed and I reloaded Thunderbird, it downloaded every email I ever had...in the 1,000's, so I would really appreciate knowing how to get the email from my thunderbird account without the download for both my new computer and using public computer to do the same.

There is no such thing as a Thunderbird email account. Email accounts are provided by email providers. Thunderbird is email client software. Check with your website host and see if they have any kind of web access.
