Firefox going crazy, opening hundreds of tabs. Why?

Just had an incredibly unsettling, strange, weird, and freakish occurrence.
Went to the Jacksonville (Florida) Transit Authority website to obtain information on their "Skyway" monorail system, and clicked on the "View Brochure" link at the bottom of the page. Apparently, this downloads a PDF file-brochure, and in my case, would open it in Firefox to be viewed.
Then it happened. Over 120 "new tabs" opened before I could recover from the shock, and click on the red X button at the top of the browser, which closed Firefox. All of these new tabs (or at least the first two or three I could check, as they were opening at the rate of about 4 per second) were just blank new tabs with the standard "top sites" thumbnails.
Can anyone explain this, and also possibly suggest what might prevent it from happening again?

i would like to know how to get tabs so i can keep track of sites i want to keep for records. thank you
when i open a blank tab it redirects to : file:///C:/ProgramData/Utatitys/ff.NT how to stop it?

I want to stop this. What to do?
After a recent update, a new tab is still inserted where I want it, next to the current one, but then all tabs are repositioned to the left. Can I prevent this?

Previously, when I opened a new tab next to the current one, the view onto all my tabs remained essentially unchanged. Apart from the inserted tab of course.
So T1,T2,T3,T4,T5 (CURRENT),T7,T8,T9,T10, ...
became with new Tab T6 T1,T2,T3,T4,T5,T6(CURRENT),T7,T8,T9,T10,...
Now I get T6(CURRENT),T7,T8,T9,T10,...
T1-T5 are of course still there, but out of sight to the very left. I find this extremely annoying. Is there any way to change that to match the old behaviour? Thanks!
