How did you verify this? Sound/Audio control is done by Win O/S not the other way around.
You can try to disable hardware mediakeys.
- Settings -> General -> Browsing: "Control media via keyboard, headset, or virtual interface"
- about:config => media.hardwaremediakeys.enabled = false
