what is making my text duplicattte?

When typing the letters are duplicating and there are pauses or slowness. Driving me crazy. Is it a bug?

Is this with all websites/pages, some, a few?

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?
