Looks that you lost your Firefox profile folder with the new Windows installation. You can look for a C:\Windows.old folder to see if that folder has your previous profile folder with your personal data.

You can copy files like these with Firefox closed to the current profile folder to recover specific data.
- bookmarks and history: places.sqlite
- bookmark backups: compressed .jsonlz4 JSON backups in the bookmarkbackups folder
- cookies.sqlite for the Cookies
- formhistory.sqlite for saved autocomplete Form Data
- logins.json (passwords) and key4.db (58+) or key3.db (57 and older) (decryption key) for Passwords saved in the Password Manager
if you only have key3.db then make sure to remove an existing key4.db - cert9.db (58+) or cert8.db (57 and older) for (intermediate) certificates stored in the Certificate Manager
if you only have cert8.db then make sure to remove an existing cert9.db - persdict.dat for words you added to the spelling checker dictionary
- permissions.sqlite for Permissions and possibly content-prefs.sqlite for other website specific data (Site Preferences)
- sessionstore.jsonlz4 for open tabs and pinned tabs (see also the sessionstore-backups folder)

It sounds like you were trying to use Firefox Accounts as a backup for Firefox data. And that works ok most of the time but do you still have access to the older computer? You may have to re-sync the old data from that PC as it seems to be missing.
If you did backup any data from the previous computer, you could then try manually importing that into Firefox's profile folder on this PC. Then sync into the cloud once more.
You didn't change the password for the Firefox Account you use for Sync as that will wipe all data stored on the Sync server ?

Sorry, changing your Password for your Firefox Account was a "fatal mistake". The old "password" held the "encryption key" for your data, a new password (and the resultant new key) couldn't decrypt your Firefox data, so the data is deleted when the password is changed. (That's also a maintenance feature, to allow the user to clear corrupt data from the Sync server while being able to continue using their Firefox Account. Before that feature was added, all a user could do with corrupt data in the account was to create a new Firefox Account with a different email address.)
