Some youtube videos only load over work VPN - ISP filtering? (Not a FF issue)

Technically this isn't a Firefox problem, but I couldn't reply to other threads without asking a question to create an account (?!). I'm posting this hear for the benefit of other users.

In any browser on Windows, Linux or Android, certain Youtube videos will fail to load. They will show the loading spinner indefinitely and show no buffering progress. If I hit refresh I get the "An error occurred. Please try again later." message right before the page starts reloading. Sometimes after multiple reloads the video will play. Not all videos display the problem. Different videos within the same series (Crash Course World History, for example) will have different results but the results for any particular video are consistent, even across multiple machines.

I can reproduce the problem on my work laptop (Win7, FF and Chrome tested) but if I log in to my work VPN (Amazon.com) the same video loads immediately and the entire Youtube site is dramatically faster to navigate. I was actually startled the first time I tried it.

What this means is that something upstream of me is discriminating by IP. I have a strong suspicion that my ISP (CenturyLink, formerly Quest) is blocking or heavily throttling connections to Google's edge caches. They have a dis-inclination to throttle VPN traffic to Amazon since so many of their Seattle customers would abandon them immediately if they did, and they can't tell where my VPN traffic is going.

Marking this as solved given that it's really not a problem with a Mozilla project. My only goal was to post it somewhere close to where I ended up when I searched for the problem.
