Logging in on second computer results in incorect password

I'm trying to setup a new laptop and when I try to log in I enter my password, I get my email with my 2 factor code, enter it and then it kicks me back to the password screen saying "Incorrect password" . I've reset the password a few times and still get the same behavior. Am I only allowed to have 1 device logged in at once? I know in the past I was able to have multiple computers logged in.

I was able to get around this by setting up an authenticator app and then it stopped telling me my password was wrong.
