Whenever I watch a video on any website, not just YouTube, all videos are super contrasted and bright with a black border that keeps flashing on and off constantly, and I have no idea why. If you could help me with this issue I'd greatly appreciate it

Update your Video Card Drivers. or get a new card. Check to see if Microsoft has replaced your drivers with theirs in Device Manager under Display Adapter,
