When trying to use Firefox offline to view HTML files saved to my local machine, I get a dialog box:

Network Connections Cannot load dialog.

Error 623: The system could not find the phone book entry for this connection.

This happens several times at startup (if addons are loaded) and also when trying to access the Tools > Options dialog box.

In Firefox 3.6.4 and later the default connection settings have been changed to "Use the system proxy settings".
