I have set fire fox to not use the "last used" settings and my computer settings have my start printer set as my default but Firefox is still toggling to my HP

Try the reset described here: http://kb.mozillazine.org/Problems_printing_web_pages#Reset_printer. If that doesn't work, please let us know.
