how do I unblock the googletalk plugin so I can make a googletalk call. where's the "unblock" icon for this?

I've misplaced my smart phone, so I'm trying to locate it in the house by making a googletalk call. When I attempt this I get the following: Hangouts needs the Google Talk plugin to make calls. Click the unblock button at the top of your browser to enable it. Learn more. Is there such a button and if so where the hell is it? This ability may be important in future if my phone gets lost or stolen. Thanks.
