New phone will not scan the QR code to sync

Installed Firefox on new android. When I try to sign in using sync the camera doesn't recognize the QR code on laptop pair screen, turned up brightness, hold closer and further away etc but just doesn't recognize. If I log in using email my passwords, history etc do not transfer.
