Thunderbird will not connect to the server in Windows 10. This issue has been ongoing since the latest "big "update. My internet goes out completely which will not let the connection occur. Also be advised machine wont go into safemode by using the F8 key.

re :My internet goes out completely which will not let the connection occur.

If you have a Windows 10 computer issue with internet connectivity then Thunderbird cannot access anything as it needs the internet.

This is not the place to ask about your computers issue with internet connectivity, but you need it working to allow Thunderbird and any browser to function.

However, you mean you do have the internet, but Thunderbird is not able to use it. Close Thunderbird. Check your 'Firewall' settings to make sure Thunderbird is set to allow. If already set to allow, then block/disallow it, ok it, then access again and set to allow. Do not disable Firewall. Restart Thunderbird.
