Why does Thunderbird 38.x timeout on sending email through SMTP server?

I have been running version 38.1 both at home and at work. Since being updated to this version from 31.7, the first time I attempt to send an email via SMTP I get an error message (quickly!) saying that the connection timed out to the server. If I hit send again it works. Any further emails after the first do not have this issue until Thunderbird is started again. I reverted back to 31.7 (after also trying 38.0.1) and the problem is gone.

I saw one other person on this board having this issue with v38.0 but there was no resolution.
