Hi Karen, this sounds like a managed rollout — aren't you using enterprise policies already by any chance? There's a VPN flag for that.

(Outside of policies, any feature flipping is only to "hide" the feature, if the installation is not managed, the users can flip it back the same way — if that's a factor you have considered.)
