To put it differently, I need to have two active tabs. And control both of them at the simultaneously with a single mouse.

I can't see a way of doing this other than coding up a minimalist browser. Any help will be appreciated.

Two active tabs are different from Two active Windows Browsers. Tabs can only be one at a time as oppose to two Window Browsers on two monitors that can use the same mouse. But what your asking can't be done when there are two tabs in the same browser you can only click on one at a time.
