PDF and other files insisting on being downloaded, or opened in another firefox tab

Example problems when handling PDFs, despite having "ask me what to do" or whatever set in preferences:

"Open in browser" results in a copy being saved to downloads folder, with random string filename.

"Open in [locally installed pdf viewer]" results in a copy being saved to downloads folder, with random string filename.

Quickbooks can't show receipt or document previews in the little pane. It insists on downloading it.

Gmail, Proton, and probably other email services can't render previews; same behaviour as qb.

How to fix, please? I don't even know how to properly articulate this problem, but it means half my browsing can't be done in firefox. Very frustrating.
