I contacted Charter (my carrier) and was told to go to Tools and there was to be "Popup blocker" and I could do it there, but there is nothing that says "Popup blocker". I am not much into computers and I am at a loss as to what to do.

To disable the pop-up blocker Tools > Options > Content > (uncheck) the first check-box to allow pop-up windows

You may also have a pop-up blocker installed that is part of a "security suite", which may block a pop-up before it even gets to Firefox.
