contacts list
The help for making a specific contacts list has changed since 2015 when the article to help was written. There now does not seem to be a way to make a list of contacts beyond the whole contacts list. I was to go to address book, then new, then contacts list and there is no such option now.

If your intent is to make a mailing list, it is the little icon to the right of the 'New Contact' button in addressbook pane.
