Select a message, press control+u and see what time is shown in the message. I am in Central Time Zone and this is normally UTC -6 but since we are on DST it is UTC -5 so I see something like this in the source ... 17:17 +0000 and Thunderbird displays 12:17PM local time.

That time is twelve minutes and thirty-one seconds past three in the afternoon.

What timezone is your computer set up to use? This is usually located under 'Control Panel' > 'Date and Time'

Example: I live in England, UK. I use Time Zone : (GMT+00:00) Dublin, Edinburgh, Lisbon, London. I have also selected the option to auto adjust clock for daylight saving time.

Please tell us what time zone your computer is set up to use and where you live.

I also not that although the time for email may say: Fri, 20 Jul 2018 15:12:30 +0000

But you say it shows as 12:30

So this makes me wonder why it is only showing minutes and seconds instead of hours. This seems to suggest you have something amiss with the formatting of time to display. Please check: Control Panel > Regional and Language Options

select 'Time' tab Are you using a HH:mm:ss format for the time or just mm:ss?
