have you have the CSV file open in excel. Almost everyone does and it scrambles the text encoding.

Open the CSV file in Notepad, select file save as and select the encoding type Unicode. ANSI just does not work, and that is all Excel understands almost 20 years after Microsoft adopted unicode for windows text.

But that is just a guess as I have no idea where you are having issues. My personal view is use the import from the tools menu in the address book.
