Why when choosing an Add-on from the Add-on manager it becomes an attachment to a new message rather than installing??

After successfully installing a couple of Add-ons, a subsequent install resulted in the Add-on being added as an attachment to a new message rather than installing. I was able to install it by downloading it instead, and then adding the extension from a file. I'm not sure what happened that changed this default behavior.
