When I drag and drop and hotlink to a folder it does not work when I click on it in the folder Am I doing something wrong? It used to work

Further to my question the drag and drop hotlink when clicked on gives me the message "The specified path does not exist. Check the path, then try again" when it's in a folder
but when it's on the desktop it gives me the msg "Application not found"
What file extension does this file get (.url)?
