Email reappears after it has been deleted even when Trash folder is emptied. Why?

Most of the time deleted email stays deleted, but every once in a while email reappears in the Inbox after it has been deleted and the Trash folder empties (using Hotmail). It is very annoying having to delete the same email multiple times. Is this a bug in Thunderbird, or is there a way to prevent this from happening. At least one other person has the same problem. I am using Windows 10, but my friend who has the problem is still on Windows 7.

Try moving it to Trash in a different account, ideally Local Folders, but any should do.

It is difficult to test the answer because the problem does not always occur. But it does not seem right that moving deleted email to another folder would be a solution when emptying the email from the Trash folder does not prevent the email from reappearing in the Inbox.

The issue is hotmail... They, I think, have more users than their computers can cope with so actions take 15 or 209 minutes to occur so sometime the mail gets downloaded twice before hotmail deletes the mail to prevent a third download.

Fortunately for me I use Hotmail only for junk botifications from facebook so I can largely ignore the issue.

I understand converting to IMAP will also fix the problem as the Thunderbird and server folders are synchronized. At least I do not see it in my IMAP hotmail account.
